Headquarters of the Bureau of Operations and Command, also just XCOM Headquarters are the heart of XCOM's ancestor, the aforementioned Bureau. Located in San Felipe, California, the vast underground base has taken on an unlikely role during the Zudjari Invasion.
Background[]
The Bureau was founded to coordinate resistance forces in the event of a complete and successful Soviet invasion, and the headquarters were built to that end. Originally scheduled for activation in 1965, the base was forced into service prematurely as the Zudjari invaded. The staff was horrified to learn that much of its systems were undocumented and manuals meant to provide information on how to operate it have not been written and all that was on hand were blank copies. However, through Director Faulke's grim determination, it was forced online and used to fight a guerrilla war against the Zudjari.
The base was designed for long term autonomous function and full NBC protection: Filtered air systems, separate water supply, personal generators, and, of course, an army of soldiers. However, the engineers responsible for maintaining it discovered, much to their dismay, that the Bureau still went with the lowest bidders on the construction.
The headquarters was wired into the Interceptor Network, a nationwide defense grid of ground-to-air missiles intended for use against Soviet aircraft.
Layout[]
The base has at least seven landing bays for Skyranger aircraft. It had a couple dozen Skyrangers and teams to operate and maintain them, enough to cover the entire US.
