Peter Osei was a Nigerian Resistance leader and XCOM soldier. He led a Resistance cell called the Wrecking Crew who specialized in taking down high value ADVENT targets. Osei and his crew earned a reputation as one of the only Resistance groups willing to launch attacks in city centers. John Bradford describes him as "a man after my own heart": a gung-ho leader who was always up for a fight and was willing to put himself at risk to stop ADVENT. He was not a strategic mastermind but he had a knack for finding interesting targets; he courted ADVENT attention and reveled in upsetting and angering them. Osei introduced XCOM to Ana Ramirez.
Osei was taken captive by ADVENT while attempting to blow up an ADVENT cannon. By the time of his capture, his fame had spread beyond Resistance circles. He joined XCOM after Bradford led a squad including Lily Shen and Jane Kelly to rescue him from an ADVENT city prison. Osei was a member of the XCOM teams that rescued Ramirez and Dr. Richard Tygan. He was killed in 2035 by an ADVENT Officer during Operation Gatecrasher.

Osei is a playable Rookie soldier in the first XCOM 2 tutorial mission and a playable grenadier in missions 5 to 7 of the Tactical Legacy Pack Legacy Op The Lazarus Project. He is rescued in mission 4, joins as a Captain and is promoted to the rank of Colonel by the final mission. His callsign in The Lazarus Project is Rowdy.
