Facility aboard the Avenger in XCOM 2: War of the Chosen.

Functionality[]
It allows for the player to:
- Conduct Covert Actions.
- Manage relationships with the three new Resistance Factions: Reapers, Skirmishers, and Templars.
Staffing:
- Decreases Covert Action Duration by 33%.
Covert Actions[]
Covert Actions typically require two soldiers to be committed to the mission, which will send them away for a set length of time. Some Covert Actions will require one soldier and a scientist or an engineer, which will also be unavailable for the duration of the covert action (i.e. the Research time will be slowed, except for Breakthroughs; staffing/excavation/construction undertaken by that engineer will be removed/halted/postponed). There are often risks that a soldier might be wounded or even captured or the whole team can be ambushed by the Chosen, but there are usually options to mitigate that risk by sending another soldier (sometimes of a particular type or rank+), or commit some intel or supplies (either Supplies, Elerium Crystals, or Alien Alloys[explanation needed]) to the action.
Soldiers' who undertake Covert Actions together will see their 
Bonding strengthen, and can gain several one-time benefits for completing the Covert Action, such as an increase of a particular stat or even an instant promotion. Committing both soldiers with mutual level 2 bond will reduce the covert action duration by 1 day.
Once territory held by one of the Chosen is discovered, covert actions can be taken to hunt down that Chosen.
Resistance Orders[]
The Resistance Ring will also determine how many Resistance Orders the player can activate at the end of each month, which will apply for the following month. These are benefits that can help the player react to Alien and Chosen activity or provide specific benefits.
