Exactly when is the council report?[]

E.g., is it at midnight?  On which day(s)?  This is good to know as, e.g., in my current game, it is 08-Mar 01:25 and I've just got my first abduction mission.  I don't think I have enough time to build a workshop and an uplink, but I'm not sure, as the calendar in the game just says "24 days" until the council report (it takes 24 days to build workshop and uplink, but in the past, e.g., for satellite construction, usually if it says "20 days" to council report, any satellites built will become available just after the concil report).

Having done a little bit of testing on this question, I'm surprised that it hasn't been edited in yet: council reports arrive at 12.00AM (0000 hours) of the first day of a month, and last for 15 minutes (ie. when you dismiss the council report, the base clock reads 12:15AM (0015 hours). Update: It appears that I made a mistake about the council report duration - council reports do not last 15 minutes, that might have been an artifact when I used the scan function in mission control. However, council report timings stay the same. Sleepysheepy (talk) 06:53, May 10, 2014 (UTC)

An X-COM conspiracy theory![]

Since the final failure cutscene shows a sectoid commander controlling the Council spokesman (who is always hidden), can you assume that the whole X-COM project was just an elaborate hoax played out by the Uber Etherial to filter out the "potential candidates" and see if they will fail like the rest of the aliens (detailed on the final mission)? I.e. was this just another massive experiment designed by the Uber Etherial casually playing god?

Council Report Grades[]

How is your grade for the council report calculated? Does it have any consequence?
