The Viper King, or as Dr. Vahlen calls him in her research logs, Subject Gamma, is a special, and far more powerful than usual Viper.
Like other ruler aliens, it gets to take one action after every action any XCOM squad member takes, during a special "Ruler Reaction" phase.
It can use Tongue Pull like other Vipers, binding a soldier, but rather than staying in one place, it then uses its next action to knock the bound soldier unconscious and release them.
It can also use an area-of-effect breath weapon, breathing out a cloud of gas with a freezing attack similar to the Frost Bomb.
Like other ruler aliens, it will summon a psionic gate after a few turns and attempt to escape.
