Most characters have a value of 50 based on defaultgamedata_characterstats.ini. Nobody has Will over 200 based on defaultgamedata_characterstats.ini.
When a soldier would die, they have a max(0,Will-50)% chance to instead bleed out, meaning at Will 150, the soldier will always bleed out when dropped.
War of the Chosen[]
In War of the Chosen, it also determines Tired or shaken.

Reason: Extensively test and provide proof (and/or a simple, reliable, and quick method of verification) that Will is reduced for disoriented enemies -- because some info in the data files doesn't translate into the actual in-game experience; however, there is also a possibility that the game HUD is buggy and flashbanged/disoriented enemies only visibly have their Will attribute unaltered.
